En raison des exigences communautaires, la région Nord Pas de Calais devra rédiger une stratégie régionale d'innovation comme elle avait pu le faire en 2007 pour la période de programmation 2007-2013 des fonds européens. C'est la raison pour laquelle les discussions actuelles sur les fonds structurels sont importantes dans la mesure où ces fonds permettront d'accompagner la région dans sa transition industrielle. Nous débattons en ce moment au niveau européen de la future structure des fonds européens. Alors que le principe de "régions en transition" avait été défendu par les députés européens malgré notamment l'opposition du rapporteur allemand Markus PIEPER sur le 5e rapport sur la politique de cohésion le 5 juillet 2011 dernier, cette catégorie de régions en transition se voit remise en cause dans le cadre des négociations budgétaires actuelles. Cette nouvelle catégorie de régions en transitions dont le PIB est compris entre 75% et 90% de la moyenne communautaire doit concerner 51 régions et plus de 72 millions d'habitants, dont la région Nord Pas-de-Calais. Cette catégorie permettra aux régions continuant à avoir besoin d'investissements ciblés, malgré une amélioration relative de leur compétitivité, de bénéficier des fonds européens.
