Recommandations pour une taxation écologique

Le Ministre de l'économie et des finances, Pierre MOSCOVICI, le Ministre de l'écologie, du développement durable et de l'énergie, Philippe MARTIN, ainsi que Bernard CAZENEUVE, Ministre délégué chargé du budget ont reçu, le jeudi 18 juillet, le rapport intermédiaire du  Comité pour la fiscalité écologique.

En tant que membre de ce Comité présidé par l’économiste Christian De PERTHUIS, je souhaite saluer l'accueil réservé aux recommandations contenues dans ce rapport. Elles doivent permettre à l'occasion de la loi de finances de 2014 de mettre en œuvre le verdissement de la fiscalité française.

Il ne s'agit pas de créer de nouvelles taxes pour les entreprises et des particuliers mais d'inciter à changer les comportements. Le travail que nous avons réalisé partait du constat que la fiscalité environnementale française était largement perfectible, par rapport notamment aux autres pays européens. Notre pays était en 2010 à l'avant dernière place des pays de l'Union européenne, juste devant l'Espagne, pour ce qui concerne la place de la fiscalité environnementale dans le PIB, soit 1,86% pour une moyenne de l'UE à 2,37%. L'Allemagne, dont les entreprises sont souvent considérées comme plus compétitives que celles de la France, est à 2,21%.

Pour combler ce retard, nous recommandons ainsi l'adoption d'une taxe carbone qui ne réitère pas les erreurs de la proposition du précédent gouvernement qui avait fait l'objet d'une censure par le Conseil constitutionnel le 29 décembre 2010. Cette taxe permettra d'atteindre les objectifs que nous nous sommes fixés au niveau européen, en particulier dans les secteurs qui ne sont pas couverts par le système européen des quotas d'émissions comme le bâtiment.

Nous voulons également tracer des perspectives de réduction de l'écart de taxation entre l'essence et le diesel, au regard des dangers pour la santé humaine des particules fines. L'écart de taxation en faveur du gazole est plus important en France que dans la moyenne des États membres de l'UE: il s'élève à 17 centimes par litre contre 12 centimes par litre en moyenne pour l'UE-27. Dans la perspective de cet alignement de la taxation du diesel, nous avons demandé en particulier qu'une étude d'impact soit réalisée sur l'ensemble de la filière automobile et des fournisseurs, afin de mettre en place les instruments qui facilitent les nécessaires transitions industrielles et professionnelles.

Enfin, en tant que rapporteur en commission transports au Parlement européen sur les gaz fluorés que l'on retrouve dans les fluides frigorigènes, je me félicite des propositions allant dans le sens d'une taxation de ces fluides. L'éventuelle taxation des biens d'équipement intégrant ces substances utilisés dans les systèmes de refroidissement (réfrigération et climatisation), est une piste que devons explorer. Il faut en effet taxer les émissions de gaz fluorés dont le potentiel de réchauffement planétaire est jusqu'à 23 000 fois supérieur à celui du dioxyde de carbone et ce d'autant qu'elles ont augmenté de 60 % depuis 1990, alors que celles de tous les autres gaz à effet de serre ont diminué.
