L'Europe investit dans la Sambre

A l'invitation du Député-Maire de Maubeuge, Rémi PAUVROS, je me suis rendu ce vendredi 14 juin 2013 dans la Sambre pour faire la visite de projets financés par les fonds européens sur la période 2007-2013. C'est en effet environ 10 millions d'euros qui ont été investis dans le territoire grâce à différents projets cruciaux pour le développement économique.

En présence de Christophe DI POMPEO, Vice-président de l'Agglomération Maubeuge-Val de Sambre et de Benjamin SAINT-HUILE, Maire de Jeumont et Vice-président de l'agglomération en charge de l'emploi et de la solidarité, nous avons ainsi visité le centre d'essais hydrauliques au sein du groupe Jeumont Systèmes de Pompes et Mécaniques où les fonds européens sont intervenus à hauteur de 1,5 millions d'euros. Nous avons également visité  le pôle universitaire qui a mobilisé 2 Millions d'euros de crédits FEDER.

Au cours d'une présentation sur les fonds européens au siège de l'Agglomération Maubeuge-Val de Sambre, m'ont été présentés différents projets où l'intervention des fonds européens a été  significative. Ainsi, sur la question de l'emploi, le Fonds Social Européen est  intervenu sur l'année 2012 à hauteur de 186 625 euros pour soutenir les activités réalisées par la structure "Réussir en Sambre". Ce groupement d'intérêt public (GIP), impulse la politique de l'emploi sur le territoire et oeuvre à l'échelle de l'agglomération Maubeuge-Val de Sambre comme complément à Pôle Emploi. Cette structure dispose ainsi d'un socle d'ingénierie capable de mobiliser les fonds européens et de répercuter les dispositifs nationaux et régionaux en faveur de l'emploi.

A l'heure où nous discutons du budget européen pour la période 2014-2020, cette visite a  démontré l'importance des financements européens pour le développement régional. Pour la période 2007-2013, la région Nord-Pas de Calais a bénéficié d'environ 1,8 milliards d'euros au titre des aides régionales. En raison de la règle du co-financement, cela veut dire que c'est environ 2,5 milliards d'euros qui ont été engagés par l'Etat et les collectivités pour favoriser le développement économique de la région Nord-Pas de Calais.

A l'heure où le scepticisme à l'égard de l'UE est grandissant, cette visite à Maubeuge a démontré que l'Europe peut constituer une plus-value pour le développement de nos territoires. D'où l'enjeu de notre mobilisation politique au sein du Parlement européen pour un budget européen 2014-2020 qui soit ambitieux pour financer les projets structurants de nos territoires.
