2,4 millions de signatures contre ACTA!

Près de 2,4 millions de signatures : une pétition contre l'accord anti-contrefaçon ACTA doit être déposée au Parlement européen le 28 février.

De nombreuses craintes s'expriment vis-à-vis de l'accord anti-contrefaçon (ACTA), qui pourrait représenter une menace pour un internet  libre et ouvert. La pétition, coordonnée par Avaaz, une organisation de la société civile qui enchaîne les campagnes sur internet, a déjà réuni plus de 2,4 millions de signatures.

La commission parlementaire des pétitions devra examiner le texte et décider des suites à donner à l'affaire.

La remise de la pétition anti-ACTA à la Commission des pétitions du Parlement aura lieu le 28 février à 12h30. Cet évènement sera diffusé en direct sur EP live à l'adresse suivante: http://events.europarl.europa.eu/

Une fois reçue, la commission décidera si elle est recevable ou non. Elle sera déclarée irrecevable si elle ne concerne pas l'un des domaines de compétence de l'UE. Si la pétition est au contraire jugée recevable, la commission des pétitions aura le choix entre plusieurs options :

• Demander à la Commission européenne de mener une enquête préliminaire concernant la conformité du texte avec la législation communautaire ou contacter SOLVIT : grâce à ce réseau de résolution de problèmes en ligne, les États membres coopèrent pour régler, de façon pragmatique, les problèmes résultant de la mauvaise application de la législation du marché intérieur par les autorités publiques.
• Transmettre la pétition pour information à une autre commission.
• Dans les cas exceptionnels, préparer et transmettre un rapport complet au Parlement qui devra être voté en session plénière.

La commission des pétitions du Parlement joue principalement un rôle d'enquête : lorsqu'elle est saisie par les citoyens, elle s'efforce de réparer les éventuelles violations des droits des citoyens en coopérant avec les autorités nationales, régionales et locales. Ce garde-fou est également une manière de combler le "déficit démocratique", notamment face à la crise de confiance traversée par les institutions européennes.
