Mobilisation pour l'emploi à Dunkerque derrière François HOLLANDE

Le Président de la République, François HOLLANDE, s'est rendu à Dunkerque, ce 23 juillet 2013,  pour annoncer une série de mesures sur l'emploi. Suite à la visite du site AstraZeneca, société bio-pharmaceutique anglo-suédoise, et de CMP, deuxième entreprise de chaudonnerie du pays spécialisée dans la construction métallique de réservoirs pour l'industrie gazière et pétrolière, François HOLLANDE a pu annoncer différentes mesures en faveur de l'emploi comme le développement de 100 000 formations prioritaires dans les domaines où les entreprises ne parviennent pas à recruter.

Lors de la table-ronde consacrée à l'emploi à laquelle j'ai participée, nous avons échangé sur les méthodes utilisées dans le dunkerquois pour assurer une formation adéquate des chômeurs et leur permettre ainsi d'occuper les emplois industriels. L'action partenariale mise en oeuvre pour répondre au défi du recrutement du terminal méthanier de Dunkerque constitue ainsi un exemple de bonne pratique que nous diffuser.

Dans le cadre de la mise en œuvre du projet de terminal méthanier, une série de mesures d’accompagnement de l’emploi a été adoptée. A titre d'exemple,  des réunions d’informations des entreprises sont organisées par la CCI côte d’Opale et un site Extranet a été mis à disposition afin de leur donner les informations nécessaires pour se positionner au mieux sur les appels d’offres en cours. 

De même, un travail a été engagé avec Pôle Emploi, la Région Nord-Pas de Calais et Entreprendre ensemble afin d’identifier les programmes de formation nécessaires à la réalisation du chantier, dans le but de favoriser l’emploi local. Un point emploi situé sur le chantier du terminal, animé par Pôle Emploi et Entreprendre Ensemble, répond ainsi aux besoins de main d’œuvre des entreprises intervenant sur le chantier du terminal.

Cette approche développée dans le dunkerquois illustre que la lutte contre le chômage doit passer par un meilleur accompagnement en vue de favoriser une adéquation des formations avec les besoins du marché travail. Dans le Nord-Pas de Calais, on compte 20 000 emplois non-pourvus chaque année. La démarche volontariste mise en oeuvre dans le dunkerquois devrait inspirer d'autres villes de France si nous voulons relever le défi de l'emploi.

Cette mobilisation pour l'emploi, nous la défendons également au niveau européen derrière François HOLLANDE.  Les Etats de la zone euro ont débloqué 1 200 milliards d’euros sous forme de plans de sauvetage afin de stabiliser le secteur financier. Les chefs d’Etats et de gouvernement majoritairement conservateurs et libéraux en Europe ont beaucoup trop longtemps négligé les impulsions pour la croissance et l’emploi, et notamment la lutte contre le chômage des jeunes.

C'est seulement sous la pression exercée par les socialistes, notamment dans le cadre de la campagne des élections présidentielles françaises en 2012, que nous avons pu négocier un pacte de croissance en juin 2012 et un pacte contre le chômage des jeunes en février 2013.
