4ème paquet ferroviaire : pour une agence ferroviaire européenne plus forte

Crée en avril 2004, l’Agence ferroviaire européenne a une double mission dans les domaines de la sécurité et de l’interopérabilité ferroviaire.

Cet organisme dont le siège est situé à Valenciennes et qui tient ses réunions et conférences internationales à Lille emploie une centaine de personnes. Son budget est évalué à environ 14,5 millions d’euros par an.

L’Agence a pour tâche principale de rapprocher les règles techniques et les règles de sécurité nationales des États membres de l'Union, l'incompatibilité entre les réseaux étant une source de limitation du développement des chemins de fer en Europe.

Son objectif est d’établir progressivement des règles de sécurité communes à tous les réseaux européens afin de créer un marché ferroviaire véritablement intégré et capable d’être compétitif face aux autres modes de transport.

Le 4ème paquet ferroviaire, publié en janvier par la Commission européenne, propose de confier à l’Agence ferroviaire européenne de nouvelles missions qui en feront une véritable autorité ferroviaire européenne dans le domaine de l’interopérabilité et de la sécurité.

En tant que rapporteur socialiste sur ce texte pour la commission transports et tourisme, j’ai indiqué ce matin que j’étais pleinement favorable au renforcement du rôle de l’Agence ferroviaire européenne de Valenciennes qui vise notamment à soutenir l’interopérabilité technique et l’harmonisation des procédures « sécurité », à accélérer la mise en place d’une autorisation de mise en service unique pour les véhicules et à renforcer les pouvoirs de l’Agence afin d’éviter les problèmes importants engendrés par les divergences entre 25 autorités nationales.

J’adhère au modèle proposé mais considère qu’une clarification des pouvoirs de l’Agence, de ses moyens (financiers et humains) et de ses responsabilités sont nécessaires.

J’estime également que la législation européenne devrait prévoir pour une période de transition pendant laquelle l’Agence ferroviaire européenne « montera en compétence ». Cette phase transitoire lui apportera les ressources et l’expertise exigée par son nouveau rôle en matière de sécurité ferroviaire.

L’Agence, qui détient aujourd’hui une simple compétence normative, ne peut se voir doter du jour au lendemain de capacités décisionnelles dans un domaine qui impacte directement la sécurité ferroviaire. L’Agence doit progressivement être mise en situation d’assumer ses nouvelles responsabilités.
Ce mécanisme de transition pourrait, à titre d’exemple, s’inspirer de celui mis en place pour l’Agence européenne pour la sécurité aérienne (EASA), moyennant évidemment quelques adaptations.

Ce sont les positions que je défendrai, au nom du groupe S&D, dans le cadre de l’examen législatif de ce texte au Parlement.

My developer is trying to persuade me to move to .net from PHP. I have always disliked the idea because of the costs. But he's tryiong none the less. In a season filled with challenges, Rodriguez is not Cashman’s only concern in connection with the Biogenesis investigation.
