Le Parlement européen se réunit en session plénière du 15 au 18 avril à Strasbourg

Les débats et les votes porteront principalement sur les questions suivantes:

Réforme des banques: votes sur les plafonds des bonus, les capitaux et les prêts

Le Parlement plafonnera les bonus des banquiers, renforcera les exigences de fonds propres des banques et facilitera les prêts bancaires aux petites entreprises grâce à un paquet de réformes bancaires mis aux voix mardi.

 BCE: débat sur la gestion de la crise avec Mario Draghi

Nous débattrons des activités passées et futures de la Banque centrale européenne avec son Président, Mario Draghi, mardi à 15h00. Les prêts à faible taux accordés aux banques doivent être soumis à des conditions, afin de s'assurer qu'ils sont destinés à l'économie réelle et la BCE doit être plus transparente et responsable, souligne une résolution mise aux voix mercredi.

Chypre: les députés demandent des précisions sur le plan d'aide financière

Nous interrogerons mercredi la Commission, représentée par Olli Rehn, et la ministre irlandaise des affaires européennes, Lucinda Creighton, sur la gestion du plan d'aide financière pour Chypre récemment approuvé. Nous demanderons notamment des précisions sur le montant global du programme de sauvetage et sur les contributions de Chypre.

ETS: faut-il un "permis de polluer" plus cher?

Un gel des enchères d'une portion de quotas d'émissions de CO2, envisagé pour pallier la faiblesse du "permis de polluer" dans l'UE, sera voté mardi. La proposition vise à restaurer l'effet incitatif du système européen d'échange de quotas d'émissions (SEQE ou ETS) et à "verdir" l'industrie. Nous voterons également un accord avec le Conseil pour exclure temporairement de l'ETS les vols intercontinentaux.

Hongrie: les modifications de la constitution à l'ordre du jour

Le Parlement débattra mercredi de la constitution hongroise, en présence du Conseil et de la Commission, suite à l'adoption récente, par le parlement hongrois, d'un ensemble d'amendements à la loi fondamentale. La commission des libertés civiles du PE prépare une résolution sur la conformité de ces changements avec le droit de l'UE.

Aéroports: le PE se prononcera sur la libéralisation accrue des services au sol

Le Parlement votera mardi sur de nouvelles règles visant à ouvrir, à davantage de concurrence, les services d'assistance au sol dans les plus grands aéroports de l'UE. La commission des transports a approuvé, à une majorité serrée, la libéralisation et a inséré des normes minimum de qualité ainsi que des mesures visant à protéger les conditions de travail.

Le Premier ministre Katainen débattra de l'avenir de l'UE avec les députés

Le Premier ministre finlandais, Jyrki Katainen, se rendra au Parlement européen à Strasbourg mardi 16 avril. Le débat avec les présidents des groupes politiques, sur l’avenir de l’Union européenne, débutera à 10h30.

Le Président irlandais, Michael Higgins, prononcera un discours mercredi à midi. L'Irlande est à la tête de la présidence tournante du Conseil de l'Union européenne jusqu'à la fin du mois de juin 2013.
