Un nouveau fonds européen pour l'emploi des jeunes!

Même s'il doit encore être approuvé par le Parlement européen, le conseil européen du 7 et 8 février s’est mis d’accord sur un budget de 960 milliards (1% du RNB des 27 états membres) pour la période 2014-2020 en crédits d’engagements (908 milliards d’euros en crédits de paiements, soit 0,95% du RNB).

Il s’agit d’une baisse de 3% par rapport à la période précédente 2007-2013 et que nous regrettons. Cependant, je salue la création d’un nouveau fonds pour l’emploi des jeunes doté de 6 milliards d’euros pour la période 2014-2020. Ce fond sera ouvert aux régions ou le niveau de chômage des jeunes est supérieur à 25%.

En France, 8 régions pourraient bénéficier de ce dispositif spécial au regard du taux de chômage important des jeunes:  la Picardie, la Basse-Normandie, le Nord-Pas-de-Calais, la Lorraine, la Franche-Comté, le Poitou Charentes, le Limousin, l’Auvergne et le Languedoc-Roussillon. En tant qu’eurodéputé de la  circonscription du Nord-Ouest je me réjouis que la Picardie, le Nord-Pas-De-Calais et la Basse-Normandie bénéficient de ce dispositif spécial obtenu par la France.

Lors de son intervention au parlement européen du 5 février 2013, le Président de la République François Hollande avait rappelé sa détermination à développer un budget européenn qui soutienne les Européens les plus fragiles et les plus exposés à la crise, d'où l'enjeu de l'emploi des jeunes qui doit devenir une véritable programme européen. Nous pouvons donc saluer la concrétisation de cette proposition.
