Interdiction progressive du solvant perchloroéthylène dans les pressings français

A partir d'aujourd'hui, il est interdit en France d'installer toute nouvelle machine de nettoyage à sec fonctionnant au perchloroéthylène dans des locaux contigus à des locaux occupés par des tiers.

Les machines existantes fonctionnant au perchloroéthylène dans ces mêmes locaux contigus seront interdites de manière progressive, en fonction de leur âge. Dès le 1er septembre 2014, les machines ayant atteint 15 ans d'âge devront être remplacées par des machines utilisant un substitut. La durée maximale d'utilisation sera réduite au fur et à mesure après 2014 pour atteindre un maximum de 10 ans en 2021.

En tout état de cause, à compter du 1er janvier 2022 au plus tard, toutes les machines situées dans des locaux contigus à des locaux occupés par des tiers ne pourront plus utiliser de perchloroéthylène.

Très efficace pour dissoudre les graisses, le perchloroéthylène a été introduit comme solvant pour le nettoyage à sec en 1934 aux États-Unis.

Cependant ce liquide est toxique pour l’homme : en cas d’exposition répétée, il peut provoquer une dépression du système nerveux central (entraînant maux de tête, pertes de conscience, détresse respiratoire et troubles cardiovasculaires).

Les vapeurs de perchloroéthylène provoquent aussi des irritations des yeux, des nausées  et des vertiges. Ce solvant est toxique pour les reins et nocif pour les femmes enceintes.

Ce solvant est utilisé par 90% des 5 000 pressings français pour le nettoyage à sec des tissus et des vêtements.

Les salariés manipulant ce produit sont les premières personnes exposées aux vapeurs dégagées par le produit principalement lors de l’ouverture des hublots des machines de nettoyage à sec.

Mais, le Perchloroéthylène est tellement volatile qu’il s’échappe des machines et contamine l’air ambiant. Ces vapeurs peuvent traverser le béton, les planchers et polluer l’air des maisons et appartements aux alentours. Et tout le monde en profite : salariés, clients, passants et voisins.

Ce solvant est également dangereux pour l'environnement. Rejeté dans l'eau ou l'air, il se dégrade très lentement, perturbe le fonctionnement des stations d'épuration et se révèle toxique pour les organismes aquatiques.

L'interdiction progressive entamée en France est donc une très bonne nouvelle!

Par cette interdiction, la France fait figure de pays pionnier, avec les États-Unis et le Danemark. En effet, la plupart des réglementations à l'étranger n'interdisent pas à ce jour l'utilisation du perchloroéthylène dans ces installations de nettoyage à sec.

De son côté, l'Union européenne a engagé une politique de réduction du risque et des émissions de perchloroéthylène avec la directive relative à la réduction des émissions de composés organiques volatils dues à l’utilisation de solvants organiques dans certaines activités et installations.

Une interdiction européenne serait sans aucun doute plus efficace! J'interpellerai prochainement la Commission européenne à ce sujet.
